Strategy - Primary

Assuming we can freely choose how many of each vehicle we use, we'll probably try 3 Siege Engines, 3 Demolishers (2 Demolisher Passengers), and 2 Choppers although depending how much Tar is needed, we can opt to swap out a Demolisher Driver for a third Chopper.

Here is a breakdown of each Vehicle role and what tasks are needed from each.

Siege Engines - Driver
Flame Leviathan will randomly choose a Siege Engine to chase for ~30 seconds. Every 30 seconds a new Siege Engine is marked and chased. When you are marked and chased, immediately turn away from Flame Leviathan and kite him. Once your Siege Engine is facing away from Flame Lev., immediately use Steam Rush to sprint away so Flame Lev. cannot use melee range abilities while chasing you. Kiting Siege Engines need to travel in a straight line as best as possible to keep Flame Leviathan moving on a predictable path.

Lastly, Seige Engines who are not currently kiting are in charge of interrupting Flame Leviathan's Flame Vents ability very quickly. Use your Siege's Electroshock ability to interrupt. You must be facing and in melee range of Flame Lev. to hit with Electroshock and therefore properly interrupt.

Siege Engines - Passenger
Siege Passengers are primarily a form of DPS using both Rocket abilities. As a Passenger, watch carefully when Flame Leviathan switches to a new Siege Engine target. If your Siege is the new target, immediately use Shield Generator to prevent some damage while your Driver makes an escape.

Demolisher - Driver
Demolisher Drivers use Hurl Boulder as the primary DPS ability, as it does not use ammo. Save Hurl Pyrite Barrel for when Flame Leviathan is stunned and taking 50% extra damage from Overload Circuit (which will be called out in vent/raid). Demo Drivers are also in charge of aiming and firing their passanger on top of Flame Leviathan. Two Demolisher passengers will be launched onto Flame Lev. at the same time as it takes two players to destroy a Turret on top of Flame Leviathan and trigger Overload Circuit.

Demolisher - Passenger
Demo Passengers DPS primarily with Mortar and gather ammunition for their Driver by using Grab Crate when near a Blue crate on the ground. Two Demo Passengers will need to communicate over Vent with their Demo Drivers about when they are ready to be loaded and launched on top of Flame Leviathan. Once our two designated Demo teams are ready (that is, 2 Demo Drivers each have a passenger ready), both Demo Passengers will use Load into Catapult and once done, both Demo drivers will fire their Passenger on top of Flame Leviathan using Launch Passenger.

We will use one DPS and one healer class as Demo Passengers, in case the Passengers near a bit of healing while killing the Turrets. Once you as a Passenger are on top of Flame Leviathan, mark and target one of the four Turrets and kill it. Then both you and the other Demo Passenger on Flame Leviathan need to both click the Overload Circuit. Passengers must give a warning/small countdown in Vent when you will click, so all DPS can get ready to blast Flame Leviathan while he's stunned and taking extra damage during those 10 seconds.

Once the Passengers are done, they will be launched off of Flame Leviathan onto the ground and need to be picked up by the nearest vehicle (Choppers are good for this as they can quickly move to any location).

Lastly, Demo Passengers should always watch for Tar pools that are not on fire and fire Mortar at the pool to ignite it, which allows the burning Tar to deal a great deal of DPS to Flame Leviathan.

Chopper - Driver
Chopper Drivers are primarily in charge of controlling Flame Leviathan by snaring him with the Tar ability. Chopper Drivers must be smart about where they drop Tar by moving between Flame Leviathan and his currently targeted Siege Engine. Therefore, Tar will be dropped in Flame Lev's path. Once your Tar is used, move away from Flame Leviathan so you take less damage from his short-range attacks. Your Tar will be ignited by Demo Passengers which causes it to deal pretty heavy DPS to Flame Leviathan when it moves over the Tar. It's important you use Tar every cooldown to maximize the areas that can damage and snare Flame Leviathan.

If Flame Leviathan has recently used Flame Vents that was interrupted, Chopper Drivers can rush into melee range behind Flame Leviathan and spam Sonic Horn to do some extra DPS.

Lastly, Chopper Drivers will be assigned to a specific Demo Passenger (who will be raid marked for easy viewing). Once Demo Passengers complete their Turret/Overload Circuit cycle and get launched back toward the ground, Chopper Drivers must quickly drive next to their assigned Passenger player and pick them up as letting anyone stay outside of a vehicle for long is deadly. Chopper Drivers will then find a Demolisher and allow the transfer of their passenger back into the Demolisher for another Launch/Turret/Overload Circuit cycle.

Strategy - Hard Mode/Achievements (+Hodir's Fury, etc.)

As best as I have seen and can gather, the Hard Mode abilities added by destroying one of the four Towers in the gauntlet causes Flame Leviathan to periodically use one of the four said abilities, which creates a colored beam of light that slowly travels around the battlefield in search of a player's Vehicle. Once it locks onto a Vehicle, there is a small "activation" or "cast time" (similar to a Void Zone that appears at a player but does not fire for a few seconds). After activating the ability is triggered at that location and deals damage or whatever else the effect says (Hodir's, for example, deals 150,000 damage and freezes Vehicles in the area so they can't move until another player "frees" them by firing a Mortar or similar fire-based ability.

Otherwise, the fight is the same as normal, though Flame Leviathan's health total and damage are increased slightly.

Vehicles

This is a vehicle fight and players can choose between multiple vehicles at the beginning of the encounter. The health points of your vehicle depends on the average ilvl of your gear, each vehicle has its own set of unique abilities.

Salvaged Siege Engine

This vehicle demolishes towers as you clear the gauntlet and kites the Flame Leviathan. It can carry a passenger.

Salvaged Demolisher

This vehicle moves slowly but has ranged attacks and can even catapult its passengers. It can carry a passenger, who can grapple the pyrites from the ground and loads them one by one as abilities that deplete them are used.

The Hard Mode of this encounter is when you destroy the towers in the Area prior to the fight. Each tower destroyed will give the Flame Leviathan an unique ability based on which tower you destroyed.

A bit more infos on Flame Levi(copied from wowhead):
Speaking with Lore Keeper of Norgannon will enable the hard mode. Then boss gains a buff accordingly, in addition to beams described above:
Tower of Storms (Thorim's Hammer) – increases physical damage dealt by Flame Leviathan by 25%.
Tower of Flames (Mimiron's Inferno) – increases fire damage dealt by Flame Leviathan by 50%.
Tower of Frost (Hodir's Fury) – decreases the raid's vehicle and player movement speed by 20%.
Tower of Life (Freya's Ward) – decreases fire damage dealt to Flame Leviathan by 10%.
Also, each tower left will increase Leviathan's health by 50%.

Also, doing Hard Mode will rewards 2 Conquest badges instead of 1 Valor badge.

4/4 Towers awards 3 conquest badges. If you do 2/4 or 3/4 towers, you get a Runed Orb and a recipe to use the orbs. Considering how much of a joke the fight is in its normal mode, 2/4 towers isn't actually much harder; its practically 100% the same if you do Mimiron and Thorim's towers, just avoiding beams; well worth the short amount of learning you'd have to undergo.
